Closing Time is a two-part short story published in Torchwood Magazine issues 16 and 17.

Closing Time was later the name of a Doctor Who episode in 2011. Doctor Who likewise had an audio story called The Gathering which later became the name of an episode of Torchwood: Miracle Day in 2011. Incidentally both namesake TV episodes were the penultimate episodes of their respective seasons.
In the case of Torchwood Magazine’s Closing Time the title refers to the decaying of things such as food and buildings.
This led the Torchwood team of Jack, Gwen and Ianto to the Passmore Research Institute and its named founder.
Quite good with a creepy cliffhanger at the end of Part 1 and the climax at the end of the story with the team dealing with the problem of Passmore.
